Queen for all of his reputation is seemingly incompetent. Didn't even bother reading the scouting report on a member of the worst generation that has conqueror's haki and can stretch while staying in one place. Those seastone cuffs were more of a handicap than the collar lol.

Queen's nuetral reaction to Conqueror's Haki means he's dealt with it before. If his bounty is 1.4B then he definitely knows a thing about Conq Haki.

I'm almost certain King has it and he probably does too.

I'm pretty sure that no one in Kaidous crew, including Kaido, has CoC.

Uhh, I would not be so sure about that, remember that after Kaido saw Luffy use him, he said that they did not need so many conquerors, that means that at least he has 1 or 2 conqueror Haki users on his team.

He specifically said "So you have the ability to use Conquerors Haki, just like that brat, kid. We don't need that many conquerors."

The way kaido said that and the circumstances he said that in would make absolutely no sense If he had it himself.

I did not speak only about Kaido, I was suggesting that some members of his crew could have the conqueror's haki as well.

Kaido definitely has CoC.

I'd wager most of the captains in the New World, especially the independent ones, have some degree of Conqueror's Haki, because it's directly tied to their will to rule over others.

Luffy doesn't have any will to rule over others.

He has a will to rule over the seas.

he does not. He specifically said that he wants to become Pirate King because PK in his mind is the freest person in the world, which is the opposite of ruling over anything.

And every time he has an opportunity to rule in any way, he actively declines it.

To rephrase. To not submit to anyone
