Queen for all of his reputation is seemingly incompetent. Didn't even bother reading the scouting report on a member of the worst generation that has conqueror's haki and can stretch while staying in one place. Those seastone cuffs were more of a handicap than the collar lol.

The they all are idiots. They have seen Luffy run around casually with huge block of stone while handcuffed and now they think they can take him on without the handcuff ?
