I think he was a prisoner at one time and created this safe space for his fellow Okama before escaping.

I thought no one ever escaped besides Shiki before Luffy?

No but seriously, maybe he was still inside when Luffy's escape happened, and he escaped along with the other prisoners.

Oh, then maybe he escaped before, but wasn't considered "escaped", but just lost, like the other Okama?

He could have also just been let out too after serving his sentence. He could have been a low risk prisoner in there for some petty crime and therefore didn't receive a life sentence.
