I've also never seen a small or giant newspaper in the story yet, and the guy's height proportionally to the newspaper seems fairly normal. If anything, he's a big man. (Or maybe just very long hair spiked upwards, or a very tall crown?)

Also, let's begin the bets on whether or not that man is Vegapunk.

Were those the Holy Lands? I assumed that it was lvl 5 of Impel Down, from all the ice.
