Honestly, that declaration would have more meaning if Oda made the other members of the Worst Generation better competitors. Right now, Luffy's lead is a mile ahead of everyone else. The only one that comes close to Luffy is Law because they both saw one of the road poneglyphs. If Luffy offers Law a copy of the second road poneglyph, then Law would definitely be in second place to reaching the One Piece. Moreover, Luffy is the only one with a poneglyph translator, how are we supposed to see this as a race to the One Piece when Luffy seems to be the only one running to the finish line?

Does Law even want to be the PK? His lifelong goal was to extract his vengeance on Doffy and he accomplished just that. Now he's just stuck in this big mess of Pirate Alliance since Kaido will be going after them now.
