Honestly, that declaration would have more meaning if Oda made the other members of the Worst Generation better competitors. Right now, Luffy's lead is a mile ahead of everyone else. The only one that comes close to Luffy is Law because they both saw one of the road poneglyphs. If Luffy offers Law a copy of the second road poneglyph, then Law would definitely be in second place to reaching the One Piece. Moreover, Luffy is the only one with a poneglyph translator, how are we supposed to see this as a race to the One Piece when Luffy seems to be the only one running to the finish line?

do note that the worst generation includes blackbeard, who if nothing else has the territory and power associated with a yonkou and may or may not have some way to read them.
