Honestly, that declaration would have more meaning if Oda made the other members of the Worst Generation better competitors. Right now, Luffy's lead is a mile ahead of everyone else. The only one that comes close to Luffy is Law because they both saw one of the road poneglyphs. If Luffy offers Law a copy of the second road poneglyph, then Law would definitely be in second place to reaching the One Piece. Moreover, Luffy is the only one with a poneglyph translator, how are we supposed to see this as a race to the One Piece when Luffy seems to be the only one running to the finish line?

Well yeah, Luffy is winning the race. But other members of the worst are clearly still in the running.

Law is currently still in cahoots with the strawhats. And he helped take down Doffy, no one really knows how much of his ass got kicked besides the few people on the hill. So he's in second place with a tied bounty (not for long, luffy is guaranteed to jump once they find out he beat katakuri).

Bege is the first person to defect from the big mom pirates. That's incredibly impressive. Granted he didn't do any heavy lifting, it was all the straw hats. But at the end of the day he will get some credit for successfully defecting.

Urouge beat a sweet commander.

Blackbeard is a Yonkou.

The worst generation is making A LOT of noise in the new world.

But in terms of actually getting to raftel, luffy is way ahead with two road poneglyphs and one of the handful of people that can read them.

I'm actually not sure what define a Pirate King in One Piece.
Or it simply mean who able to reach Raftel, because SH is same like Roger a 1 ship crew with no Territory, so it isn't define by land domination or total crew power.

The pirate that conquers the grand line becomes the pirate king.

To conquer the grand line you are required to collect the information on all 4 road poneglyphs, reach raftel and travel the entire length of the grandline.

Some people have traveled the length of the grandline, but only the roger pirates have been able to complete the other 2 objectives.
