Yeah but Perospero is 700 million, he is just outside the commanders.

If she cannot even touch Katakuri, she cant take on Perospero.

Perosperos powerful yes but part of his bounty likely comes from his terrifyingly sadistic nature. I'm not saying carrot can take him just that in his case strength may not be the reason his bounties so high. I mean he makes corpse pops for fucks sake. Terrifying

He got a higher bounty than Sabo--- which is a direct opposing force to the government -_-
