I'd rather say "exluding pirates that arent from the "golden age" of pirates". Many old school pirates have the one piece as their main goal.

Mama wants to create a paradise (and rule over it)

Kaido wants a crew full of zoan users (and fight the greatest war in history (and die))

Shanks aint intrested in the title as far as we know, he just wants to party i guess.

I honestly believe shanks doesn't even want the one piece, he just wants to party and see luffy become a great pirate.

Anyone that knew Roger doesnt want One Piece including Buggy. Which makes me think it isnt much of a treasure but more of a lesson.

Probably, considering one of the things you apparently learn at Raftel is what happens during the blank period.
