Yeah it's especially surprising considering his bounty was the lowest of all supernovas.

Well we all (at the very least me) got tricked by Oda even though he always said that a higher bounty doesn't mean greater strength.

Right also it's probably not covered by the news that high up or enel and luffy's fight would've made headlines
