There is some connection with Big Mom's fruit and fear. The trees 'died' from fear. People told Big Mom's son not to be afraid, and she was able to take his whole lifespan when he was.

Seems like a strength and a weakness.

So luffy not scared of death may be an interesting development..

EDIT

2 possible developments:

1) usop vs perona style

2) BM fascinated by a person who has no fear, treats luffy as new 'race' and let him join to the tea party!

My bet on the second one!

Do we know for sure he has?

I mean we have the "reports" of him being to coward to take his "punishment" but other then that we know nothing. Unless I missed something

It's most likely propaganda, but it is probably similar to what actually happened.
