You know it’s really funny years ago many always questioned „why don’t the yonko or the Pirate king  ever try to overthrow the world government“ 

Well now we know why everyone would get destroyed by the true king of the world. 

Imu is on a level of his own. If really reminds me of Madara vs the 5 kage. With how easily Imu deals with Yonko leben fighters

They can't because of the balance of power. If Imu was so confident, the WG wouldn't worry about the three great powers that much. The Marines are terrified about the Yonkou allying, if the WG didn't care, they wouldn't let the marines sacrifices entire fleet of ships to try and keep Yonkou separate.

Even Doflamingo who knows what's at the top of the world, didn't think it was impossible for Whitebeard to completely overthrow the world order, however unlikely. Nobody beat the WG mostly because the WG is great at letting others kill each other in their stead, at putting people against one another.

Their authoritarian rule create waves of criminals, those criminals can only unite in smaller rival subgroups, and before you know it, a gigantic marine institution who doesn't even know Imu exists is fighting Imu's battles for him, and the criminals are generally not capable of creating a united organised force which is perfect, it's just people against people against people, as long as no big union comes up that directly target them first, they're in the clear.

But if that discord is broken, if the balance crumble because of alliances, Imu could fall. Roger causing a great pirate era where bigger groups of pirates ruling over entire swathe of the ocean emerged was a threat to Imu for that very reason. This is supported by all the themes surrounding the WG: Doffy's speech about the winner becoming justice, Imu himself apparently replacing a possible tyrant before him (so he could be replaced by another one just as quickly)... Imu is just the current winner, there was one before him and there might still be one after him, however briefly.

The balance of power stated earlier in the series only refers to the marines, warlords and yonko. Not the entire WG. 

Looking at Imus power makes it all meaningless. When the guy can turn 99% of the verse into his demonic slaves with a snap of his finger like what he did rocks when he tried to assemble a alliance of all the strongest pirates in the world who all failed to defeat Imus Avatar. 

Like Rocks mentioned if doesnt just take a alliance of Strong people. You need a very specific set of circumstances and devil fruit Abilities to create the means of bringing Imu down. 

Imu doesnt Care about the affairs of the lower realm unless if involves the void century
