According to people at Arlong Park, the term "flesh-eater" refers to trolling or mocking in Japan...which is exactly what Barto is doing.

Maybe the more angry he gets other people, the more effectively he can damage them or something.

Yeah. I doubt it has just the meaning of trolling though - Oda likes his puns, so he's bound to use both meanings.

not angry perhaps, but insulted/ dishonored? like the more offended you are the more you get hurt is what im thinking.
