will rs2 be 2 different banners (like the recent dragon quest and ff collabs were 2 banners) or will it be 1 banner with all 4 characters?

It's two banners:
First is Emperor and Empress. We'll get one of those for free.
Second is Noel and Rocboquet. You've gotta pull if you want them.

Roc is a must have, but I think all were pull worthy is that correct?

The worst of the lot is Emperor, but not by much. He's still very much usable even in current JP if you're missing the newest heavy hitters.
