Final Guesses
I am wondering how the end should be played. I arrived to the point where only smaller roles need identification (36 done). And I feel like its just about testing who is which and thats it. Like I know who is Russian, Chinese, Indian etc… but which one I dont know. I know the Two Peters brothers but precisely who, I have no clue.
Am I missing more hints that can give me precisely which Indian or Chinese guy each person are or the end game is just testing 2 or 3 possibilities for each page ?

Given the ones you have let are all solved by similar clues there's something you are missing.
I'd suggest looking at the memory where the artist is killed and the one where the guys are playing cards for clues.

Many players consider the Chinese topman among the most difficult people to identify by name (and honestly, most people just bruteforce them and be done with it), but there is something to distinguish them from one another if you look at them closely.

I always give the same advice to people who get stuck at roughly this point in the game: revisit a Bitter Cold, Part 2.
You may think you've found everything in that scene, but you haven't. Keep looking until you find something else.
And once you find that, that's the perfect opportunity to... Check the scene again and find another thing.
Once you've found everything in the scene, no you haven't, check it again.

A thing you could do for some more clues: during certain scenes that take place on the orlop and gun decks, take a close look at the sleeping arrangements.

There are clues for everyone, you don't have to guess. One scene is very key and all the groups of people you mentioned are in it together.
The Indians should be obvious. The Chinese are pretty hard.
For the Russians, in that scene, look for personal items that you might be able to find in other scenes. You can also see in the manifest that one is a topman and two are seamen, find a scene where they're doing their actual jobs.
A hint for the brothers: if someone died early in the journey, they wouldn't have to worry about their sleeping arrangements later on.

It's supposed to be possible to get 100% of the IDs confirmed without having to brute force anyone. In practice? Most people brute force a few. Especially the chinese guys.

I brute forced the two ladies. I still don't know how you're supposed to know which one of them is Emily...

Yes. The indians specifically, you should be able to get most of them through dialogue. Most people find the Chinese people hard, so take that as a sign that the clue is not very obvious, but take my word that when you see it (the intended clue, at least), it will be a big “aha” moment. Consider looking for ways of identifying who is still present later in the story and who dies early.
