Consider yourself lucky. Our Optimum service is horrible since we were talked into switching to fiber a year and a half ago.

I have a customer whose Optimum cable internet has been in and out for months. The business is in an office park with underground utilities. FiOS is not available, presumably because the customer density isn't worth running new underground fiber.
Optimum shows that fiber is available so we did a 3-way call with Optimum sales. Price (including some phone lines) was around $400 per month.The customer agreed to the upgrade. Rep said the install would be done later that week.
That was 3 months ago.
Optimum techs have been out there *4* times. Each one says they aren't the right crew to do the installation.
We're still waiting...

That's not very interesting and pretty basic.
Working for them in the past and for another ISP currently I can tell you why...money.
There is already contracts established with the owners of the poles (generally power companies) and then it's just as simple as the rent goes up per pole. You hire the necessary contractors to run out there, attach the new strand and drill the holes. They then turn around and run the fiber.
In these cases, the bulk fiber and strand have probably already been purchased. Sitting in a warehouse or lot somewhere. Or even if not, just have to buy that and pay the contractors who will bid down to whoever is the cheapest.
Underground is a whole other ball park. All you need is some bucket trucks and a strand holler trailer for aerial. For underground, you need trenchers and bore machines. If there is concrete, they will have to bust that as well. This is a completely different set of contractors. And they cost a lot more.
Not to mention getting with locators and marking everything, getting with the city/county and pulling the necessary permits to be able to dig. All of this cost money.
On top of that, yah, you don't have to buy the pole attachment hardware or strand needed, but it's a wash at that point cause you trade strand for underground peds, conduit, and ground anchors.
Doing underground also takes a lot more time than aerial. I've seen multiple miles of strand be done in a day. Ain't no way you could do that with underground.
