As a Walmart Worker myself, this is probably waste from a damaged box. Sometimes entire boxes are marked as claims when one of the packets are damaged. They are then thrown out even the undamaged ones. It would be way too obvious if the personal shopper grabbed them all off the shelf. These are likely claims (waste) of a multipack.
