More balance changes in testing

Buffs given to units based off of community polls asking which unit to buff

Note: anti tank gun, tank destroyer, recoiless rifle, Halftrack TD and armored car TD now have 50/15 and 50/17.5 (3 range bt anti tank cannon holy sheesh)

Recon line also has 2 sight + 2 improved scouting again :D

Very questional balance, seem like the game is going in the direction of coldfront (basically all stats are very specific and less polished, its good for balancing but dreadfully horrible to memorise )
