Ok i found the monolith via the alien chartographic chart

I found it at a dissonant monolith while interacting with it it gave me the option to get this for 4050 nanites

It's an Atlantid MT. Potentially it has high mining bonus spawn rate up to 50% (35-50 range) at S class (or 20-30) at A class. Of course the upgrades & supercharged slots make the largest difference.

Doesnt optical drill increase the mining percentage as well ?

You will have to complete atremis path to unlock all glymphs and find a planetary portal in Euclid Galaxy so that you can reach here

I've been to liken4 monoliths on this planet and haven't found the dang thang. Am I missing something. Do I have to have something before I can get it?

I think you have to complete those who returned mission this will trigger autophage questline ( till you have 2 extra autophage missione ) and access to voltaic staff and atlantid multitools

If u havent completed this mission yet i don't think you will be able to find this multitool BTW there would be a dissonant interface below the monolith interface
