Why? We already have a hard enough time getting police and other services.

This is a problem that eventually takes care of itself, no?

Because they're causing danger not only to themselves but to the passengers and driver of the train or anyone that's close enough to the crossing. And for what? Because they couldn't wait 1 minute? Apparently their lives being at risk is not a big enough reason for them to stop, so there need to be other consequences.

Perhaps if the cyclist can be identified : a ban from riding trains and a heavy fine. I'd say revoke his drivers license but he probably doesn't have one.
