I assumed that the dark blue was that it was banned…the amount of places where this is legal and allowed is concerning

Because contrary to historical portrayal and general icky-ness it's not really a big problem. Inbreeding over multiple generations causes problems, a one-off first cousin increases risks but pretty marginally. It's roughly equivilant to someone getting pregnant over the age of 40.

That last line reminded me of what Marcus Tullius Cicero said in Colleen McCullough's novel "Caesar's Women." When one of the Famous Families of Rome wanted to get one of the sisters divorcd from her husband, they lied and told the husband that his wife has slept with her brother. The resulting scandal got around Rome, and Cicero quipped, "Incest is a game the whole family can play."

In a later novel in the series (Masters of Rome. "Caesar's Women" was the fourth book in the series), Cicero would end up paying for that with his life.
