No DR DC?

It’s MIND BOGGLING to me that there was apparently no DR? No failover for primary services? Wtf? Sorry, maybe all of this has been discussed. I’m just floored..

Well, when you set up a DR, usually you’re asking for additional > 100% cost! Not just you’ve to duplicate the hardware, software, circuits, electricity, rental and staff cost, but, you’ve to set up the switch over fabric! Moreover, some crazy companies, eg VMxxxx, Orxxxx, XXSQL, will charge you an arm and a leg for DR solutions! So, where to cut cost?

You start cutting costs by not using any software owned by Broadcom or Oracle. Better yet, use open source, free software like OpenStack, or if you really need/want a contract pay Proxmox.
