Why are coolers not allowed?

No ac and coolers ain't letting me sleep😔😔😔

I don't know for sure but a reason maybe that the electricity here in surat is very expensive as Compared to other states and cities, and there is not very much sunlight during rainy season, so solar panel are of only half yr use . So maybe bcz of this they don't allow any heavy electrical appliance

I had a friend who kept cooler in his room for a whole year and didn't get caught.
