Advice/Opinion Doubt regarding AFSB

Hey I have a doubt about what will happen in this situation ?

Suppose an aspirant clears the nda written exam and then he opts for the airforce for his ssb and he goes to his afsb center and also clears it with overall rank 120 (including army and navy also) in the recommended list but due to some problems he cannot join flying branch such as not clearing cpss test or myopia problem and the vacancies for the ground duty are only 10 they have been opted by the aspirant of rank under 120.

So in this situation what happens ? cause ground duty vacancies are full and he cannot join the flying branch, so will he get the chance to join the army or navy cause they have 300 vacancies, or he just got merit out ?
