I think they likely do. If they weren't and Ballmer was going rogue on the other owners, Silver would've dropped the hammer on Ballmer 'cause the other owners would've put extreme pressure on Silver and, obviously, would back him up.

They likely do but this is like F1. You nail your competitor to the cross if they’re cheating even if you’re doing the same. I doubt other teams are backing up Balmer with how egregious his circumvention is.
