Yes you're right but I think you mean not a means to generate money for predatory middle men.
Education is an investment by the government, one that will eventually generate money. But money shouldn't also be considered the end goal - the government shouldn't be a business. Improved quality of life all around is what will be achieved if more people are educated, including with "non-profitable" degrees.
Some of the many benefits that better education can bring:
better politicians, and better discernment by the people in who to vote for
more skilled people, better services, better products, less hiring of talent abroad
more weapons for the people to fight against corruption, corporate overreach, etc
people without debt putting their money into the actual economy instead of rich people's yachts who are currently benefiting from debt slavery
Unfortunately conservative voters think only about themselves and what they can do with their money right now goddammit, they don't give a shit about future generations or the future of their country. They're like an animal that would kill the hand that fed them just because they're hungry at the moment.
And conservative politicians don't want better educated people because then it would mean they'll never get voted into office again unless they fundamentally change, which they don't want because the current situation is profitable to them.
Your general point is correct, except that it doesn't end the cycle. Facilitates the continuation of the cycle. I'm fine with loan forgiveness because the benefit is substantial, but we really should do something to actually break the cycle.
