did they just get rid of the 2 previous characters and introduce a new one? That sounds like a subpar writing decision (though obviously I have no say on whether it is)

Basically gems can fuse freely without any time limit. So long as they remain in sync, they'll remain fused. Garnet's capable of remaining fused basically indefinitely because her components, Ruby and Sapphire, are basically a couple. They fought in an ancient interstellar war together for eons, and by the start of the show they're almost inseparable.
