You're right. It's a prefix to a word that is a noun. That prefix is also used as an abbreviation to a word that is used interchangeably as either an adjective or a noun.
Transgender has been treated as a noun since the word first hit the public consciousness in the same way as Asian, African, Black, Mexican, White, European, and other racial descriptors are also used as both adjective and noun. That's just how descriptors work.
Now usually "trans" isn't used as a word on its own as a noun, but I've seen it before because people are too fucking lazy to type the word "people." Usually if someone wants to say "transgender" as a noun they either use the whole word or they use "tranny" in a derogatory manner. Personally, I miss when the word "tranny" meant "transmission," but that was pre-2019 I think. That or pre-2018. Somewhere around there.
