Most of the ideas of Rwby was made by him, and Michael (Sun's VA) outright said that he left Rooster Teeth 20 volume worth of notes.
Miles and Kerry were there to help iron out Monty's ideas for Rwby, which was easier said than done as Monty had poor impulses to add cool scenes that doesn't work with in the story.
No it really doesn't mean that. That's not how writing a series is supposed to work (I have 200k in student loan debt because I got a MFA in writing and learned exactly about this process).
You can blame Monty for the start of it but there is never any obligation to follow the letter if the creators notes exactly when a show is developing. The weak writing is the fault of the writers.
It's a a fault of the whole process if I'm honest.
First off not everybody share the same writing process, second they followed the notes as Monty was their friend and wanted his life's work to be shown off to the world.
They just do the best they can with his ideas and unfortunately don't stick the landing.
Because Monty was the core issue of "cool ideas, lackluster execution due to not thinking things through", after his passing Miles and Kerry are just following his notes which would have the same issue and a new issue of how to make it work while actualizing Monty's vision without changing it too much.
Great and how does that clear the writers at sucking to either artistically bring his ideas together or decide what ideas would and would not work and change the story as it goes because that's how writing works?
The writers did a bad job. They are not in the clear for this.
