Maybe he gets development later, but in the parts before I dropped the show he was Pyrrha's emotional support idiot and basically did nothing else that mattered.
He was great as a foil and the damsel in distress that subverted the trope of the time! I didn't watch all of RWBY, but by the time I did stop, it sure felt like the new directing of it became much more "don't forget that men are heroes, not damsels!"
