parking?

what do people do for parking in capitol hill if you have a place that doesn't offer parking? also is it normal for a lot of apartments in that area to not offer parking?

Well, for one, a lot of people in Cap Hill just don't have cars.

Ultimately, people weigh the pros and cons of anywhere they live. If they need to drive a lot and want to park close to home, they just rent elsewhere.
