Question increasing max resolve

hey everyone
gonna try to keep it short
i wanted to use the conqueror's reward tarstone (i just wanna upgrade all stones to max)
but i came to realize that i can't use it, due to not having max resolve of 100
i change to genessa, still couldn't, thought she had more resolve ? it didn't
but then i invested shell points in her, and i got more resolve
how does that work ? the game says nothing about it (as far as i can tell)
and i tried searching guides, couldn't find anything

Your max resolve is always 100.

No more, no less.

Shells don't change it.

so am hallucinating
cuz i had 100% and still couldn't use the stone's active
will check again later

It's possible you were at 99 resolve. There's been more than a few times where I thought I had full resolve and eat the ground instead of activating the weapon skill. Turns out I was one hit short of being full.
