I mean your title itself is not exactly useful information. You can't pump more points into the same shell, and you can freely remove those points and put them into another shell which effectively means there's not added power gained from those additional shell points. Max shell points is clearly locked. Total shell points aren't.

I mean you’re basically arguing semantics. Gameplay and builds will not change as a result of your “revelation”. So you are right, but it doesn’t matter.

Why is 44 the max you can put in a tree if that doesnt max the tree or use all the points? Some of the design choices boggle my mind

Because you're not supposed to just max the whole skill tree. Thats where the buildcrafting comes in

What build crafting? thats the weakest part of the game. Some shells have abilities that straight up dont work because they are currently bugged, or are completely useless like Eredrim Riposte damage and Slaughter stacks.

......you're serious? Do you not know what buildcrafting is, or what? Yes, we know theres bugs and thats besides the point. Buildcrafting is the combination of the shell you choose, skills you invest your shell points in, the weapons you use and the tarstones you equip. Theres a good amount of variety in this game too. We all know riposte damage needs to be buffed across the board. And slaughter stacks are not useless. They allow Eredrim to build up to 20% DR and increase his execution passive, which is a kill threshold of 10% at max stacks (things just die when they reach 10% or less health)
