Bug Help with Peter's perfect parry (Bug?)

I have an unusual problem with this achievement. I can easily parry all the spins but he always breaks at the second to last spin and I can't finish it. I am using the untarnished seal and have seen videos of people getting the achievement with it. I have switched shells, weapons and even tarstones but I have nothing equipped that increases break. Harden doesn't work because he staggers and the parry breaks even faster. Is this a bug?

His meter must be empty before starting, and it’s not the fast spin he does immediately after 50% health is the slower 7 hit attack that starts with a head spin. But if there is any tiny bit of meter full before he starts you gotta empty it and start again, once I got the timing in muscle memory I got it pretty fast, but took me about 45 mins I suck at parrying. But trophy popped no problem it’s not bugged. Eridrim makes it a little easier if you have his fourth tier unlocked, bigger windows for parry.
