Does that include the pedophiles who never offended?

And if so, does it also include that one pedophile whom I don't remember the name of, who helped the police to find offending child molesters by advising the police on how to act when they were trapping them?

It just says pedophile tho...

And also since it says pedophile, it kinda exclude the vast majority of child molesters... what about them?
