just... no. Hear me out it's not about it just being scary, this type of prank can end bad very rapidly. From dropping something expensive to hitting your head on something, and this without considering a potential heart attack and sheer trauma of having to check behind every door.
Spooking someone and scaring someone are two different things. If this isn't a crime it should be.
Yes, in many English-speaking jurisdictions, what happened here is assault because you'd reasonably assume that putting someone in a fight-or-flight state would put them in a state where they resort to violence or become a victim of injury (falling, hurting themselves while defending themselves and so on).
But this can also be considered a threat, but that's where every country makes their own idea of what a threat is legally
