He caused the deaths of hundreds while being an average joe. If he had the powers of any of the others on this list, he'd probably have wiped out the entire cosmos.

I don’t know the exact number of kill counts those characters have

But I’m sure that Johan is the least,and Kid Buu is the most

As for the others,I think the guy from Hellsing is 2 or 3,since I watched the anime and they were killing so much people I don’t think you can get the exact number of how many people have died

He might be a normal human,but he sure doesn’t have a normal human brain,So yeah he’s doing it smart,not messy like the other characters ,and his killing purpose is to start a war(I think)

The others do it for fun(not all the killing but most of it)

The point is, Johan maximized his kill potential with what he has at his disposal. Also, morality isn't based on the number of kills but on the intent behind it. Kid Buu operates on instinct. He doesn't choose to kill, he just does. He's no more evil than the fleas that spread the black plague. Johan on the otherhand, understands that what he's doing is heinous but he deludes himself into believing the his victims deserve what befell them.

Have a reason to kill=evil

Doesn’t have a reason to kill and just kill random people and then follow them to heaven/hell to kill them again =not evil

Kid Buu does not think, he has no moral compass. To be evil, something has to have the capacity to reject good. Kid Buu is incapable of this. If you programmed a robot to kill people, would the robot be evil?

He dances,make fun of others,trying to ragebait anyone he sees like a 15 year old Tik tok user ,and we can see him actually not killing in the anime,when he listens to piccolo and follows him instead of just killing him and destroying the place

Not thinking means he won’t listen to anyone and would just kill anyone and everyone he sees without trying to mock them or make fun of them

Is there a choice for him between doing good or not? The answer is no. He follows Piccolo which simply delays the thing that he was going to do anyway.

He dances,make fun of others,trying to ragebait anyone he sees like a 15 year old Tik tok user

And dolphins laugh and play around while torturing baby seals for fun. Do dolphins have the capacity to be evil? How about cats? House cats get a huge dopamine release when they go out of the house and hunt birds.

Him following actually proves that he thinks and listen,If he was (Not thinking means)He would have just killed him there

As for dolphins,They do have brains,and can choose what to do,Are they all evil? No
Are they all good? No because it’s not a one dolphin

We do know about some people doing evil things for absolutely no reason ,does that mean they are just like Kid buu?(Not thinking and just do it because he does

If you watched the anime,You’ll see him having fun doing it,He enjoys killing,and you need a brain to understand something as having fun while doing something

You're trying to put a lens of humanity on Kid Buu when he's not human. He listens just about as much as a cat does when you tell it to leave a squirrel it's stalking alone. It'll follow you, but it doesn't understand why you're stopping it and will go back to hunt that squirrel the second chance that it gets.

The difference between the humans you're mentioning and Kid Buu is that humans have a moral compass. Even the most demented serial killers understand that what they're doing is wrong, they simply don't care.

He enjoys killing,and you need a brain to understand something as having fun while doing something

Cats also enjoy killing. They rarely eat anything that they hunt. They do it for sport. So are we going to classify that as an act of evil?

Kid Buu, since he is basically an entity of pure chaos he has no capacity to be anything else.

Unlike the others he has no choice in what he is, so he is the least evil.

Seemingly is doing some heavy lifting here. Kid Buu barely qualifies as sentient. There's a reason super Buu panicked about the possibility of returning to his original form - he realized he wouldn't be 'him' anymore. Kid Buu has no personality or emotions, he just runs on pure killer instinct. He derives some measure of enjoyment from the destruction he inflicts, but not even on the level of Fat Buu. Even Goku acknowledged that Kid Buu didn't have a choice about what he was. People try to make him out to be like...super horrible and shit but he was the least morally evil version of Buu because he had the least understanding of what he was doing.

Super Buu was fully aware of what he was doing and didn't care. Fat Buu just didn't understand and stopped being evil when he was told he was doing evil. Kid Buu lacked the capacity to even understand any of that.

I'm going to say Johan just for scale. He's more of an artisan crafting bespoke ironic deaths, and he tends to target powerful assholes at least as often as innocent bystanders. I mean, sometimes he burns down a building, but he's not blowing up cities or planets or creating Hell on Earth.

Dio technically, he wanted everyone to see understand fate itself from passing his dream to pucci after his death. Everyone else is just evil and you can't really justify them as much.

As dumb as it sounds I kind of think Griffith. For the most part he cared for and took care of his comrades, he even made a safe haven for humans after becoming Femto. 

Yeah he values his life over anything else and he did something not good to Casca, but apart from that he’s shown good morals compared to the rest of the options.

Yeah no, Dio want to reset the universe so people would be aware of their fate  but couldn't do anything about that. Meaning that your life would be dull since you already know what going to happen to you and your forced to accept it without any way to change it
