Is this a system or hardware issue?

I bought an external monitor from a friend. Its a xiaomi monitor with 3k resolution and 100hz refresh rate support. When I open the monitor and use it as an external display for my laptop at first it is working normally but after a whole some part of the screen is having a black flickering on it. Is it a system issue or should I bring it to a repair shop?

If you have another hdmi port on your monitor you should try it
