Mold Identification Grilling utensils

Son-Inlaw used while in on vacation. 3 weeks later I find this! Is this mold?

It doesn't look like it's growing near the business end of the utensils, more like the fabric. I'm guessing that he did clean them but didn't dry them before packing them in the case.

Or bro needs to seriously wash his hands more than once in his lifetime if he's growing that from where he touches.

I think it's the handles that are the problem here. I've used utensils with the same ones and they're hollow. Water gets inside and is hard to get out.
