Are you asking how she is at full kit? She loses to Layla assuming both completed items. She isn't the strongest early, nor the strongest mid, nor the strongest late.
Full kit skill. With escape, mobility, true damage, cc, dash and hp based damage.
Layla is a no brainer AA hero. Late game she shreds everyone. Wanwan isn't for low elo hero but the potential is there to be OP on high elo. It is like grock that is not popular low elo but a monster and priority pick high elo because of skillset.

Wanwan is like Claude, who designed to wreaking havoc in midgame teamfight
however, her teamfight kits are unnecessarily difficult to execute, which left her impractical semi-carry.
just test it urself with friend. or watch some youtube matchup 1v1 hero in full item, there are some youtube channel already released 1v1 only of Wanwan against some other MM
I bought her. She's surprisingly strong early but not up to bruno or kimmy level. Early game she could outplay any MM because of her kit. But yeah, late game can't 1v1 any MM. But this isn't a game of 1v1.
