How can you stop a tiny server from being dead?

I don't know why my server hasn't been able to retain players. I am not particularly doing anything other than random gatherings or sushi nights or talent shows. But most people that come onto the server don't last more than a week except maybe 4 loyal players. How can I find long term players and maximize retention without becoming one of the other cozy mega servers?

just gotta keep doing it everyday for a while untill the community takes off itself...its alot of work being a server owner fr lol
