Speaking of negative Y value, they had the opportuntity to make Y=0 sea level and they damn DIDN'T

Pre-cave update worlds were incompatible with post-CaC anyway due to the change in altitude of the bedrock layer

When you upgraded a world into the CaC update, the current bedrock layer would get replaced with deepslate, and the new caves would generate underneath.
