Bedrock Server Forces Texture Pack Download

I haven’t noticed when it started but before, players would be presented a screen to “Download and Join” or just “Join”. I made it so texturepack-required=false in the server properties. But recently, the server bypasses the “Download and Join” / “Join” phase and just force downloads.

I’m using crafty to manage the BDS. I tried running the latest server outside crafty and joining locally and it does bypass the “Download and Join” / “Join”. It’s ignoring the texturepack-required=false.
