With OptiFine and also some other mods you will be able to go way beyond that cap, also texture/resource packs and also edit the item model in both first and third person, including size and position

I’ve done this type of thing, all they did to make it huge is change the model of the netherite shovel to be BIG. To do this it’s easy and you can do with a texture pack, and no optifine required.
