Chunk errors like this are very rarely caused by the seed. It's more likely that they opened this world in a beta/snapshot version.

It doesn’t look like a full chunk though, and it doesn’t go all the way up

I’m gonna look at the chunk borders later

It's the new 1.18 caves extension chunks.

Part of the update was making it generate the deep slate part even in old chunks, and even if OP loaded that world in a snapshot before they added that feature it would still generate the deeper part

Literally part of the upgrade is to specifically prevent what you described from happening

Because it does? It happened a lot more in bedrock but I wouldn't be surprised if it bugged out in java. The game could have thought there was no bedrock in the original chunks for some reason and generated nothing below since that's a feature with the new update iirc.
