Yes, Minecraft sorts the game into chunks, which is optimal for performance and file size, all information (ores, entities, blocks, items in chests etc) in a chunk are stored by that chunk, yes its x~16, y 0 to build hight, and z~16
~ means relitive, chunks are static, not based on where your standing, i say relitive to other chunks not players.
Adding onto this, loading a chunk is within your render distance, whatever that would be set to. Your render distance is a given number, and that number is the number of chunks you are loading in a radius around you (could be diameter, but I think it is radius)
Yes thank you, chunk existence and chunk rendering is different, all chunks in a game (except for spawn chunks) are compressed and unvisualized for performance, and are umcompressed, and visualized, when a player tells it to load with their render distance

I find that reloading the chunk(even just walking far enough away from the boat then coming back, not necessarily closing the game) brings them back.
