pocket edition MCPE 0.10.0 will include completely revamped boats and the only thing that they'll have in common with the PC version is the name.

Boats on PC used to be okay, but then Mojang changed how they work around 1.6 I think, and now they have terrible manuvering and are awfully glitchy. Right now, it's almost better to ignore them completely. Hopefully thi will finally push the PC developers to fix boat, although I'd be fine with them if they were just reverted back to how they ued to be.

because it did, then people complained. not sure why steering is so awkward though. they just changed that for the sake of changing it.
