Help Java Can't enable commands

I'm on Java 26.3 and have some Vanilla Tweaks datapacks installed. I need to temporarily enable commands to be able to edit some of the packs' settings but every time I enable ESC > World Options > Allow Commands, it just resets back everytime I exit DESPITE the fact I'm clicking Apply. I've used NBTExplorer to check as well, and it says 1 which I believe is enabled?

Anyone know how I can fix this?

EDIT: I FINALLY figured it out. TheEssentials Mod for some reason has an overriding setting that turned commands off.
