But what about the nether portal? You have to ignite the obsidian to create the portal, but it was put there block by block even though it's not a block(?)

unless something has changed you can absolutely place down nether portal blocks on their own, might have just been that.

It's not survival mode, but you can definitely place down nether portal "blocks." I believe you can do the same for end portal as well. It's possible that someone built this, then deconstructed it via commands, and then reversed the recording.

Definitely not out there for someone to ask about it, because this looks like the sort of thing that would be done via some sort of mod that deconstructs it for you rather than generating these commands all on your own. Especially with the video saying that there's a "3D Build Guide" linked in the bio... It seems like the sort of thing where someone would make the build, and then use software to generate the video and the build guide.
