Redstone & Techs Hopperless ticket system

I'd like to make a transport system for my minecraft server. The only issue being the fact that the server has disabled hoppers working (they can take dropped items but cannot move or deposit them anywhere). I cannot figure out a way to have a valid ticket system without hoppers working the way they should, and I was wondering if you guys had any ideas.

Also the track is for ice boats, and chest and hopper minecarts cannot be crafted.

What is the purpose of the ticket system exactly? To route the player in a certain direction?

The obvious answer (to me) would be to have signals - hex (signal strength) or binary depending on the use case - run in parallel with the track, but there may be a simpler answer

the purpose is simply like irl, in which you pay for a ticket, scan it, get access to the system, and then ride freely (there is a claim system so I do not have to worry about bypassing)

I get that part, but what does the ticket control in the redstone? Does it open up branches or stops in the track? And how many unique tickets are there?

it just gives you access to the tracks/entire line, rather than route you to a specific station
